On these games, you should be able to achieve that yes. Or get very near. You might need to lower the settings slightly in some situations. Still, this combination will work well at high settings with smooth performance.

Anti-Alias can significantly reduce performance. Focus on lowering details and depth of field, making the game as simple as possible. You don’t need to make too many changes. A quad-core APU with a GTX 750 Ti should handle maximum or near-maximum settings for CS:GO at 1080p. Also, keep in mind that if your monitor’s refresh rate exceeds 60 Hz, you’ll always be limited to 60 fps regardless of the card’s capabilities.
