30 with the idea that the variation is fast enough to cause a stutter. If there isn't an actual stutter, then the variation is acceptable.

Witcher 3 operates around 40–60 FPS on my PC with current configurations. Adjusting it to a 30 FPS limit seems straightforward, and the experience is noticeably smoother, even if it's not perfectly stable.

It varies by game. Some lack smoothing features, making even moderate instability noticeable. I adjusted Tomb Raider’s settings to a fixed 30 FPS for smoother performance, avoiding jarring jumps. In Shadow of Mordor, I didn’t lock it in because the game handled instability well. The experience felt natural without sudden frame changes. The underlying code probably managed it effectively, but personally it didn’t disrupt immersion.
