I'm checking if using an R5 3600 paired with a RTX 3090 at 1440p and high/ultra settings will keep things smooth. Games I plan to play include: 7 Days to Die, Minecraft with shaders, Cold War Zombies (with ray tracing), Black Ops series, GTA 5, Fortnight (no ray tracing), Far Cry 6 (with ray tracing), and Doom Eternal.

Typically, you'd encounter a clear slowdown. At that cost, you could boost your processor, add a solid graphics card, and enjoy improved performance.

Likely okay. Check if you need a new CPU by testing with the 3600 first (as you already have it) and keep an eye on usage. If it's a tough upgrade, hold off; otherwise, skip it.

These claims cannot both be true at the same time.

I mainly use 4K80 on BF2042, which is the most demanding game in my set. Only a few games might lag, except possibly 2042. Installing 32GB of RAM will help prevent any stuttering.

I could find a 3090 priced at $675 CAD or $500 USD, which wouldn’t let me afford a strong GPU and CPU.

It’s best to cap the frame rate a bit to avoid stuttering. A smooth 120 fps is ideal, with minor fluctuations down to around 110 fps if needed. That’s what most people expect in this situation.
