Most can get used to 5ms for most type games, but fast twitch shooters often play better on faster high refresh panels.
Choosing a monitor comes down to whether you prefer better color accuracy over response speed when comparing IPS to TN panels.

Not sure why you are asking, you already said you noticed that it did.
And yes, the higher the screen response time is combined with the refresh rate the more motion blur you will have.

The slower response time during pixel color change definitely adds to the trail effect of moving objects, so yes, the faster response panels have less blur.
