I just assembled a new gaming PC but it’s not working as well as my previous one, and I’m unsure how to fix it now.

New PC specs:
Asus B660M-K D4
I7 12700
2 x 16Gb 3600 Mhz
GTX 1070
Operating system is running on 980 pro
All components are new except the GPU
My issue is that with my old PC I could achieve around 100 fps in most games like Monster Hunter, Elden Ring, and over 200 in CSGO. Now, after setting up a fresh Windows installation, I’m barely getting 30 fps in Monster Hunter or Elden Ring, and in CSGO I see 90–250 fps which keeps changing, and my PC crashes often when I enable XMP settings. I’ve checked performance with MSI Afterburner and the thermal readings look normal. I’ve tried many solutions online, but nothing seems to help and I’m feeling stuck. Anyone have a clue about what might be wrong?

What previous hardware were you using for comparison?
Why did you decide to upgrade after your earlier performance was impressive?
What type of RAM are you using—two 16GB sticks in a single kit or two separate 16GB units?
Inspect your RAM, including XMP support.
Perform a memory test using memtest86 or memtest86+.
Your system boots from a USB drive and does not rely on Windows.
You can find these tools at:
MemTest86 - Official Site of the x86 Memory Testing Tool
www.memtest86.com
MemTest86+ | The Open-Source Memory Testing Tool
www.memtest.org
If you complete all tests without errors, your RAM appears to be functioning correctly.
Additional passes may reveal problems, though they require more time.
Unless you strongly suspect a RAM issue, it’s likely not necessary.
Download and install the nvidia drivers directly from nvidia,
avoiding any helper applications.
I might remove...

check if monitor connects to the gpu, not the motherboard.
what is the psu brand and model?
how was cpu/gpu usage during the game?
is it using windows 11?
does it have the latest bios?

Monitor connects to GPU on PSU - Corsair CX750F RGB
Works with Windows 10, also tried Windows 11 but issue persists after fresh installation. Updated BIOS.
Note: When running Elden Ring, GPU usage is 97% and CPU 32%; Monster Hunter shows 99% GPU and 25% CPU. Achieving around 30 FPS in both games.

12th gen Intel should aim to be compatible with W11.
Visit the motherboard manufacturer’s website and install all relevant drivers and utilities.
Allow Windows sufficient time after installation to download updates and other necessary files.
Check the Nvidia site to download and install the latest GPU driver.
I also prefer using Samsung Magician for their drives—it updates firmware, checks drive health, and more.
Ensure you have applied the XMP profile for your RAM.

Your system boots from a USB drive and doesn’t rely on Windows.
You can find these tools here:
MemTest86 - Official Site of the x86 Memory Testing Tool
MemTest86 is the original self-booting memory testing software for x86 and ARM systems. It supports both BIOS and UEFI, with options to boot from USB.
www.memtest86.com
Memtest86+ | The Open-Source Memory Testing Tool
Memtest86+ is a robust, free, open-source standalone memory tester designed for 32- and 64-bit computers (supports both UEFI and BIOS).

Download and install the nvidia drivers directly from nvidia,
avoid using third-party helper applications.
You might consider removing other programs such as afterburner if they could interfere.
The 12700 model includes eight performance cores and four slower helper cores.
Windows 11 can differentiate between them and allocate resources to the P cores.
However, it appears Windows 10 can also perform this task, at least on my system.
If your games are mostly single-threaded and assigned to a slower E core, that could be the cause.
By now, most affected titles should have patches to resolve this problem.
Be mindful of how you view CPU usage in Task Manager—Windows distributes the workload across all available threads.
Therefore, if a game is single-threaded and CPU-intensive, it will appear as 25% utilization on a quad-core processor.

It did assist somewhat though it wasn't very much. Still, thank you.
