My friend recently purchased a new PC and hasn't encountered any problems yet. While playing Rocket League, he experienced frame lag and reported similar issues in offline play. When the game was running in offline mode, the problem disappeared, indicating it wasn't related to an internet connection. His memory checks came back normal.
