I recently built a new computer for school and have experienced numerous problems; this is my second build. Any game I play freezes every few seconds. The initial issue was a defective SSD, which occurred shortly after the build on August 28th. I am experiencing these issues while playing League of Legends, World of Warcraft Retail and Classic, and Bloons Tower Defense 6. I have performed multiple clean installs of Windows and GPU drivers.

Specifications:
Motherboard: Asrock b365m
CPU: Intel Core i5-9400f
GPU: Gigabyte Radeon rx 590
RAM: Corsair Vengeance LPX 16 GB 2x8

Furthermore, I am now observing mouse movement stutters within the games.

Update BIOS and install newest drivers; games consistently choppy on new builds until fully optimized. Configuration is often required due to parts loaded with drivers that function but aren't necessarily optimized. League particularly demands manual profile setting changes and resets, necessitating adjustments after each new GPU installation for smooth gameplay.

Drivers should be operated manually, not automatically.

I obtained my drivers via the software provided by each respective vendor. Should I completely uninstall and then reinstall all drivers – specifically for my headset, GPU, mouse, and keyboard?
