Did you inspect the rear side of the motherboard for any short circuits among the DIMM slots? Could a connection be damaged when you replaced the backplates for the Noctua cooler? Perhaps a ground connection is now faulty from the back of the board. Beyond that, I’d remove everything—RAM, storage drives, GPU—and attempt to upload the BIOS. It seems the RAM might have been affected or is now nonfunctional. In my experience, RAM issues often cause no visible error in the BIOS screen, even though other components usually fail first. I’m guessing this is related to the RAM.
