Are you sure about how the TV should manage the sound? Once Steam Link starts, you can easily revert the audio to your PC if needed, but doing so manually each time might not be convenient.

I discovered a Docker image for rtmp nginx server (https://hub.docker.com/r/tiangolo/nginx-rtmp/) that OBS can use to broadcast, and it functions well on Android TV as if it's an IPTV channel.

For audio issues, assign a secondary audio device to handle the primary one. Also, specify which audio device each software employs.

The setup is a bit tricky and I'm not sure it will succeed. I've dealt with this before, but it seems to require specific conditions from both sender and receiver. I attempted to send to a Smart TV, Chromecast, Miracast receiver, and an HP Elitebook laptop that can play video, but it didn't work.
