the gamer is looking to upgrade his setup by swapping in newer parts. The existing rig, which works well for non-gaming tasks, got a PNY RTX 3090 and a faster monitor with an 165ms refresh rate. It started up normally but then completely stopped. There seems to be no power supply issue (750W Corsair, only this GPU drawing power). After several tries to turn it on, nothing happened. A new power supply was bought, and when the system finally booted again, the monitor still displayed a black screen. The card is connected correctly through its HDMI port, and we’ve seen the boot screen before. The RTX 3090 appears to be the problem since only one of three fans is spinning. It was bought refurbished. Any advice? To prepare for this, all eight-pin power connectors (two of them) are linked via separate lines from the PSU—no uncertain fixes here. The person doesn’t have much budget at the moment.

Firt of all, list the full PC specs.
Secondly, it's highly likely adding a 3090 to an office system is the problem here.
Which PSU exactly is in the system? This is important. Also, just because you have a 750w PSU, doesn't mean it's up to scratch for gaming. The RTX 3xxx by series are well know for transient power spikes. This could be a factor here.

The 3090 is indeed refurbished and looks suspicious. We might have to resort to some hardware modifications... The return period has ended (it was sitting there collecting dust on the shelf for months before the first opportunity to use it).
