Yeah 110C is too much, looks like protection is kicking in. Also massive difference between GPU temp and hotspot suggest really bad cooler contact with the chip.
I noticed similar issues but wasn't certain about another factor. I'll examine the pads and paste on my GPU, and let you know if temperatures stabilize. I also have a Noctua NN-U12A that should fit in my case, replacing your NH-U9S which I need to install. I'm confident 5 fans versus 4 will help; currently I have one exhaust fan, one on the NH-U9S, and two additional top-mounted air outlets. I plan to mount a Noctua A9x14 HS-PWM thin fan at the bottom of the GPU and possibly add another.
