There is no need to go for Intel, in Windows 10 when DirectX 12 becomes common for new title games the performance for AMD cpus will increase massively, gpus from amd included. Just look it up mate, there is also support for 8 cores i believe.

The chances of finding an affordable cooler for a heater like the 9590 are low. A 120mm aio won’t suffice; you’ll need at least a 240mm aio water cooler or a powerful air cooler such as the Noctua D15. Either option will cost around $100 for a decent unit. For better performance, avoid spending money on an AMD FX 9xxx. You could have chosen Intel instead, or if you had to go with AMD, wait for the Zen update.

Those closed loop liquid coolers aren't as good as you might think...this is very common misconception when you compare them with high-end air cooling.
The magical words of 'liquid cooling' are very deceptive when used with closed loop coolers - they do not perform like actual watercooling loops. They are cheap for a reason - pumps are poor and they use cheap, less-dense aluminum radiators. They only perform decent when you run their fans at high RPM in order to make up for the poor cooling delta of the pump and radiator.
