The 253w is the recommended maximum power. However, you'll probably still achieve 90c-100c during render tests with that amount, which is within the range set by chip manufacturers. For a general-purpose and gaming PC, it's acceptable. But if your blender render is essential for your work, you might prefer a stricter power and voltage limit. This could only slightly increase render times. You can safely run your CPU at 70c-80c during rendering and still maintain performance.
