I own an 8700k with Rocket 88 cover IHS and the top hero X.
Works reliably for more than eight hours on Prime 95 at 5.252 GHz.
Voltage isn't a major concern once the cooling system is fixed.
Do your water blocks require cleaning? My previous units had sludge in the fins before, but they were designed to be serviced and cleaned.
Current configuration:
VCore 1.435 - (silicone used for 5.3 GHz)
Adaptive Voltage -0.1 offset, max at 1.435 volts

Peak temperatures reached are around 80°C, with idle temps below 30°C when the coolant has sufficient time to settle with the D5 pump, along with a 240mm and a 360mm radiator.
