You really enjoy your 3950x with a lot of strength, plus some extra processing boosted on it.
I’d suggest avoiding both options. Opt for a 3900x or if possible, a 3950x. With a 2950x, the main benefit would be additional PCIe lanes and possibly more than 128 GB RAM—features you likely won’t need for a streaming and editing PC. A Ryzen 3rd generation chip should outperform a 2950x in gaming and even editing tasks, especially with its improved cache, higher clock speeds, and officially supported DDR4 memory (up to 3600 MHz). There aren’t many upgrade paths; older Threadripper models won’t benefit much from newer processors, and new ones use different sockets. Regarding Intel, I’m unsure but expect it would be more power-hungry with fewer PCIe lanes and RAM upgrades. It probably wouldn’t tip the scales in your favor.
HEDC comes with a higher price tag overall. The 3950x 16-core consumer platform makes it clear why. Ensure you have sufficient cores for intensive editing and enough speed for gaming. Use HEDC only when you require additional PCIe lanes and more than four memory slots. With Ryzen, you can reach up to 64GB with the existing 16GB modules (four times) or 128GB if 32GB modules are available.
The Quad channel design seems promising on paper but often falls short in practice, typically improving only by a few percent. Considering the expense of building one, it doesn’t offer much value. For serious workstation needs, opting for a third-generation Threadripper would be a better choice—offering up to 64 cores and significantly more performance.

Four sticks function well in dual channel configuration. Don't stress over channel settings—just concentrate on core quantity and GPU performance. For video editing prioritize core count, while gaming favors top-tier GPU. It's also useful to note your existing configuration and budget.
Purchase an AM4 motherboard that supports four memory slots, and the four RAM modules will operate in dual-channel configuration.
