Hi. It sounds like your friend's build is running efficiently, drawing only 65-70 watts. Stress tests like Prime95 typically don’t push it beyond 70W, so that might be normal. Changing the power schedule or disabling PBO didn’t help either. How fast is the chip clocking? Is it focusing on the CPU package or core? Since it's a very low-power chip, it fits the core category. I'd be more concerned with real performance than secondary or tertiary readings.
