You can reach 5 GHz, though I wouldn't suggest it. Just adjust the vcore to match your cooler's limits and make the LLC high or very high.

I'm using an Antec 550w Platinum PSU (single GPU), they're within the specifications but still not ideal. I'm sure increasing the voltage would help, but for a daily computer this isn't enough. My performance is limited by the SSD and GTX970, especially for gaming and everyday tasks. I'm grateful for the knowledge I've gained from other enthusiasts. As an engineer, this information is valuable for my daily life. I didn't expect to go beyond 4.4, but I hope to reach 5.0 once my understanding and cooling solutions improve.
