Well Fortnite doesn't allow Rivatuner, and it only permits locking at 60 or using vsync for 75 like the screen. It seems to change below that often on my secondary machine, so I think a stable FPS would be better. What should I do?
A: Lock to 60fps?
B: Vsync 75fps?
Lock to 120?

It relies on your monitor's refresh rate and settings.
If you use a 75Hz or 120Hz display, aim for at least that.
I'd recommend setting it to 120FPS since higher frame rates ensure you see the latest frames more frequently.

i don't like vsync, whenever possible i turn it off. locking to 60 sounds better in my view, but only you know what works best for you

It really depends on whether the lower fps reduces the input lag enough to match or improve upon a 60fps locked setup. The challenge lies in balancing the vsync input latency against the slightly higher frame rate.
