I own an i7 6700k GeForce GTX 950 superclocked with 16 gigabytes of RAM. I play at the lowest settings, even adjusting my resolution to 1280x720 with half the 3D detail, but when competing in multiplayer matches it drops significantly—from 120 to 140 FPS to just 60 to 80. My game FPS is capped at 144. Despite overclocking both GPU and CPU, I still struggle to maintain stable performance; frame rates remain inconsistent. All drivers are current. If anyone has advice, it would be a huge help!
Sorry to hear that, it's tough going through this. The Unreal 4 engine runs well on most rigs with minor adjustments like lowering resolution or graphics detail. A drop from 140fps to 80fps is too much, but a decent CPU isn't the problem. Keep in mind that lower resolutions can be affected by your CPU performance. Overclocking is possible on your CPU but won't help with GPU settings. The 950 card is fine. Here are my three suggestions: first, adjust BIOS to optimized defaults; second, use the DDU Display Driver Uninstaller, select nVidia, restart cleanly, then try again.

Naw, that's approximately accurate for the 950 version. Considering the visual enhancements added in the engine over the past few years, older footage highlighting its features is no longer available. If you manage to obtain a 1660 super, you'll appreciate the game even more.

I back this statement but let him do what I said and if that doesn't do it then your theory is completly correct. I do remember the GTX 760 was a pretty good 1080p card and the 9xx series is not that bad as the 1xxx series came out after that. However this is a GTX 950 with minimal VRAM. Two distinct games or engines can't really be compared directly. It's best to limit background activity as much as possible, and reduce startup items in Task Manager. If using services like Discord, move them away from the main core using affinity settings in Task Manager. You could also try disabling Hyperthreading in the BIOS, though this is less recommended now. CSGO might perform better in this situation.
