Regarding your driver issue... You must fully remove the AMD driver. Then download the updated driver from the AMD website—don’t install anything else. Restart your PC, then right-click the downloaded driver and select "Run as administrator." This should resolve the problem. It could be the cause of your FPS issues since it’s likely using a generic driver.

Try the method once more using this uninstaller for drivers. Be aware it might cause registry issues.

You're focusing mainly on recent AAA titles? The card series has a limited power ceiling, and even with a strong example like the 7970, it won't reach peak performance or sustain 60fps anymore. Any models built on top of it will see further drops in efficiency from that point.
