What frame rate you expect with DXR enabled on a GTX 1060 or 1070 depends on various factors, and I can't give an exact number without more details.

You won't be able to because those GPUs lack the capabilities of RTX. Even if they did, you'd only manage about half a frame each second.

you can't turn it on, it will only allow access if you have an rtx card

DXR is designed exclusively for ray tracing-capable GPUs, so currently you'll require:
- RTX2070
- RTX2080
- RTX2080Ti
- Quadro RTX
- RTX Titan
Other GPUs available on the market are completely incompatible with DXR.

around 0.5 fps maybe. That could be if they let you try hard enough, but they won't let you do that.
