it’s hard to describe clearly, but on an xbox one you can set the operating system to mimic the home screen and services like youtube or netflix at 4k resolution. however, when you open a game, it stays in 1080p full screen. i was wondering if there’s a way to adjust your windows to 4k resolution like chrome youtube does for the desktop, so everything stays 4k without constantly switching back and forth between 1080p and 4k when watching netflix or playing games.

Your desktop resolution is 4k, but playing in 1080p should work if you enable full screen at 1080p. You may also want to verify the GPU driver settings—if upscaling isn't happening, the monitor might need to handle it.

Yeah, but when I set the game to 1080p it doesn't go all the way to fullscreen—it's just really small.

With an NVIDIA GPU, the driver offers various settings such as maintaining aspect ratio, scaling, or letting the display manage it. Explore these options. Also consider your monitor's scaling capabilities—it should be adjusted somewhere. This approach seems similar for AMD, though I’m not familiar with their specific terminology.
