Cooling is fine. I installed a 212 EVO today. Motherboard is an ASRock Z97 Pro 4. It runs smoothly at 4.4 GHz.

What does "won't go over 1.1v" imply? Is there a way to raise it to 1.2V via the BIOS settings?

This phrase refers to the maximum voltage limit, and you're asking if it's possible to raise it beyond 1.1V using BIOS settings.

What do you intend by "won't go over 1.1v"? Can you adjust it to 1.2V via the BIOS settings? I don't think I set the voltages correctly.
