4.5Ghz 6700k temperature readings for the Noctua D15
Appears normal. My 6700K runs at 4.6Ghz with 1.35v, reaching 71C with a single core if I run Prime 95 small FFTs and Intel Burn tests concurrently. Alone it stays in the low to mid 60s. I'm using a Phanteks PH - TC14PE, which makes it very similar to your D15.
If you're seeing blue screens, try increasing the voltage slightly. Also verify VCCSA and VCCIO levels. I'm not comfortable with Asus load line calibration, but I had to set it high on my Gigabyte board.
