The core isolation memory integrity or VBS features are being considered. Check if Intel Undervolt Protection is active. When you execute Cinebench, does ThrottleStop display your cores at full speed? Are any issues highlighted in red during the test? Enable the Log File option and share a FIVR screenshot for further analysis. There could be a hidden clue there.
Just before I went to work I had 10 minutes I tried checking HWinfo first and literally I have no idea what is causing this now. It's an older version of Windows 11 which is known to perform better. Opened HWInfo and 0 red flags. No throttling or anything. When I'm back from work I'll check TS and see what that says. Cinebench still performs great so I don't get it at all now.
Cinebench R23 effectively evaluates CPU performance. Since HWiNFO isn’t reporting throttling and your results match earlier, it seems the issue isn’t with your processor. Check if TimeSpy has changed—consider using a different Nvidia driver version.
I just used TimeSpy with balls to the wall OC. It reported 6.0 P cores, 4.8 E cores, and 8800Mhz RAM but only got 28386. Clearly something seems off. Maybe I need to contact 3DMark directly. I reached out before in 2020 about 10980XE low scores, but they mentioned it doesn't handle more than 8 cores and is very sensitive to memory. The fact that 8800Mhz only added a few extra points (with 6.0Ghz OC) makes me think there might be an issue. Reinstalling 3DMark also didn’t help.
Please include the ThrottleStop log file and a screenshot of the FIVR settings. This issue doesn't appear to involve the CPU, but reviewing the data helps catch any discrepancies. You may enable Nvidia GPU monitoring in the Options window before checking the Log File on the main screen. Have you tried updating to a newer Nvidia GPU driver? The newest version could be causing performance issues.
I reached directly at UL Benchmark and they responded quickly. Here’s what they shared:
"Hello, Time Spy isn’t ideal for current hardware. It’s an outdated benchmark. The CPU section only handles about 8 threads, which is insufficient for the 14900K/13900K CPUs you have. Try CPU Profile or the Time Spy Extreme CPU test instead. The main differences I noticed are RAM speed and CPU clock speed. This GPU is different, so drivers play a role here—especially since the CPU test isn’t CPU-bound on this system. You might try tweaks like focusing on specific cores or disabling E-cores, but overall it’s not recommended. The results may not match what you expect because the test doesn’t fully utilize these processors. They also mention updating tests to keep up with new hardware. I’ll stop using this one, as it’s been reliable for years and I’m sad it won’t be around anymore."
