Your CPU is a Ryzen 7 5700G, but your BIOS lists it as 3.8 while other tools show higher speeds. It seems the system automatically adjusts performance above 3.8 GHz, possibly due to overclocking. Also, enabling the resizable bar in BIOS doesn’t appear to work—check the settings again or consult your motherboard manual.

Base 3.8Ghz Turbo 4.6Ghz BISO is only showing the base speed because nothing is happening where it will go between the base and turbo speeds whenever necessary (and doesn't cook the chip) which is why in OS applications will show the changes in speed.

When Turbo is enabled in Auto mode, the system selects an environment, but if you prefer not to use Turbo, you can maintain a consistent 3.8GHz setting, which works well for gaming.
