I’d suggest going with ArmA 3 for this project. I’ve spent more than 1300 hours playing it and really enjoyed the experience. However, the engine isn’t top-notch, which means achieving smooth 60FPS at full settings in 1080p can be challenging. On my setup—a mid-range alienware X51 with an i3 and a GTX 645—I usually get around 30-40FPS in clear situations using medium settings. That should help you understand the performance limits.
