Budget matters, PCIE 4.0 is required, cost is 3700X Money, no restrictions, working on Adobe tools: 10700KF

Wait for independent reviews before making any purchases. (Also, AMD might release an update soon.) PCIe 4.0 seems less relevant right now, though RTX IO could change things later. We can't be sure until we see more feedback. Overall, performance numbers are similar, and the 10700KF appears to edge ahead in gaming. Stick with @SeraphicWings' guidance.

Are you sure about the workload? If you're mostly gaming, 10700kf or even 10600k is sufficient because games don't require more than 8 cores. You could also wait for Zen 3 and see what it provides, then keep an eye on the Ampere launch and the 3080 preforms.
