I received the cooler just two days prior, and I was thinking about whether using too little or too much paste for the 5mm Pea Method might have affected the result.
Same cooler with a non-tested case and the same CPU at 4.6ghz 1.3v is reaching similar temperatures to the Mat at 1.24v. I'm pretty sure I messed up the paste again, lol.

I reviewed the review again and noticed the cooler is running at 70 Watts. With such low power, I believe the temperatures should be lower than with the higher setting. Also, the comparison in the link doesn't mention the Prime95 version, but it does confirm testing was done at 21°C ambient—about 3°C cooler than your current environment. Standard room temperature is around 22°C or 72°F. You might want to check the thermal compound spread when removing the cooler to see if application was correct.
I'm planning to test that CompuTronix, does 70 Watts indicate the power usage at the current voltage? Also, my Prime95 run last night for 8 hours at 1.24v showed these temperatures: Core 0 - 73°C, Core 1 - 76°C, Core 2 - 77°C, Core 3 - 74°C. All were maximum readings, and I didn't see any errors or crashes during the test. Honestly though, I think I just re-applied the thermal paste, which was installed just two days ago using the pea method (Cooler brand new). Would it reduce the temperature by about 10°C? If so, I'll try it; otherwise, I might need to remove the fans or unscrew parts and see if performance stays the same.
Brief reminder, my core temps stay under 67°C during gaming with the heater active. I assumed it would take about a week for the thermal paste to fully settle.
