In 99% of the cases it's stable. It's not officially supported so no guarantees. It should run slightly better, but the difference isn't crazy and the 10400 is a good CPU so you're probably bottlenecked by the GPU anyway. Unless you use the iGPU, that uses the RAM so it will make a good difference. Chances are that you can go even higher than 3200

Absolutely sure! Have you looked into the price of the 11400? The iGPU is significantly better, and the CPU is only slightly better. If you manage to find it at a comparable cost, that would be ideal.

Note: The H510 is the only 500-series chip without RAM overclocking support. You'll be stuck with a maximum of 2666 MHz. You should consider B560, Z490, or a Ryzen processor with a B550.

The i5 11400 costs about $60 more. You're also wondering if the H510 will work with overclocking, since the Asrock site mentioned H510M-HDV supports 3200 MHz OC.

10th gen models run at 2666 with i5 or lower, while 11th gen supports 2933 i7 and higher. The H510 from the 11th gen can't be overclocked for memory, so you're limited to what's available. For better performance, consider a B560 processor.
