I've experienced frequent frame drops in both Rockstar's latest titles on my high-end PC, occurring every 5 to 10 seconds. The performance drops typically range from 60 to 20-30 frames per second. My system specs include Windows 10 Home 64-bit, Intel Core i9 @ 4.10GHz, 16GB RAM, and several high-end SSDs such as the 870 EVO 1TB. I've tried various solutions without success—capping FPS, adjusting monitor refresh rates, defragging storage, scanning for malware, resetting CPU clock speeds, enabling/disabling Vsync, lowering/raising in-game settings, clearing SSD space, checking for RAM limits, switching graphics drivers, and even reinstalling the games. My GPU remains untouched from overclocking, which was an issue with a GTX 1070. Playing GTA 5 often caps at about 8GB RAM despite having 16GB, possibly contributing to the problem. The specs show 11900k at 4.1ghz and it seems Speccy is showing incorrect details. In the game, it lists 8gb storage.

2133Mhz RAM seems quite slow, especially for Intel where performance isn't always the top priority. That level is definitely too low, even for Intel. A 2933Mhz+ should be a solid base for anyone playing games, regardless of budget. It's not widely known how RAM speed and minimum FPS numbers relate or how noticeable drops can be. 2133Mhz is entry-level DDR4, and games rely more on latency and bandwidth than raw speed. Old titles don't take full advantage of modern hardware upgrades either. Games like GTA V are CPU-heavy, so you don't need to run at 100% CPU to avoid bottlenecks. Not every game uses all your upgraded system resources, but Windows tries to balance the workload as much as possible. Sometimes specs can be misleading, so keep an eye on real-world performance.

You might want to upgrade your RAM. The numbers you mentioned work for other games, but performance can drop with more demanding titles like Metro Exodus and Watch Dogs Legion. It seems this issue is unusual.

It's an EVGA 700 B1 100-B1-0700-K1 (700watt) model, around four years old. Could the RAM be contributing to the problem? I've tried a different monitor, and it behaved the same way. The issue seems to involve a switch from DisplayPort to HDMI as well.
