I also manage my NICs through a Windows Team and several Team Interfaces on tagged VLANs. Flow Control is off, IPV4 checksum offloading is disabled, and RX & TX jumbo packets are active at 9000. Large send offload is enabled, V2 is active, max RSS processes and queues support up to 8, NetworkDirect is turned on with Default Packet Direct also enabled. QoS is not active, receive side scaling is enabled, recv segment coalescing is on, and receive buffers are set to 512. Send buffers are configured at 2048, TCP/UDP checksum offloading is enabled, and Mellanox btw is supported.

I located the problems webthreatdefsvc and webthreatdefusersvr—turned off the one active in services—and suddenly everything worked at 24.5Gbit! Edit: I didn’t say they ran even when Defender was off.
