I increased my Ryzen 7 1800x's clock speed to 4.1ghz and checked Task Manager, which showed the speed as about 3.5-3.7ghz. WTF.

Power options have High Performance mode activated. XFR and Precision Boost settings are configured within the UEFI.

I'll attempt this again after I resolve the graphics card issue. It's currently powered on, fans are running, but the display isn't showing, and the indicator light isn't working either.

It's completely normal for the CPU to behave this way; when not fully utilized, it doesn't require high clock speeds, so it operates at lower frequencies. Once you engage it more—such as during a stress test or rendering—the CPU will maintain its full speed of 4.1GHz.
