Is the 1700x a reliable overclock reaching 4ghz with adequate cooling, or is it a chance outcome for achieving that performance level in your CPU?

No such thing as 'guaranteed', but, many hit that with some tinkering, a core voltage increase, some more tinkering, and a bit of luck, and, good cooling...; certainly the 1700X is more likely to hit 4 GHz than the 1700 is, as allegedly better silicon is binned/used for the X models...
3.9 GHz seems attainable almost by all, 4.0 GHz is tad more finicky....

You're participating in the lottery. They'll all land on one of these frequencies—3.9GHz, 4.0GHz, or 4.1GHz—after some modifications and a quality aftermarket heatsink. Voltage and temperature rise increase once you enter this range, and it all comes down to luck in which frequency you manage to hit. None of these are certain.
