I believe the device is in very poor condition and I can't provide a warranty since it was shipped for free by accident with a motherboard. Is the 1.45V safe for regular use? According to HWInfo, it reaches a peak of 1.447V.

Start by checking that your system has the most recent BIOS and Intel's latest microcode updates. This should help avoid additional problems, although it won’t reverse any existing issues. Based on what I know, the problem likely stems from excessive voltage when the device is idle, not during heavy use.

I've made the necessary changes, so it shouldn't get any worse, right?

You determine quality issues by checking performance consistency across components and understanding manufacturing variations. Running at high voltages doesn't necessarily mean poor quality—it depends on the specific model and its design. The voltage levels are standardized for each SKU, not per individual processor. The 13700K is indeed a lower-end i7, which naturally operates at lower voltages. If it's not hitting those speeds, it might be due to hardware limitations rather than a defect. Ensure you have the latest microcode updates and consider undervolting as a potential fix. Setting a voltage cap for IA cores could help if needed.

the system shows poor performance due to BIOS voltage settings—best, average, worst cases, plus a fail-safe mode that triggers at 1.5 for severely degraded CPUs. stability only occurs with a 25mV boost on the standard preset. I possess the microcode, and currently it functions at a peak HWinfo vcore of 1.430v.

What? I wasn't aware of these firmware choices on certain motherboards. Just ensure your CPU stays in its original state, and if issues arise, it should be a straightforward return under warranty.

I don’t have any warranty since I received this CPU by accident. I didn’t place an order; Amazon delivered it to me. Lol.
