I planned to purchase an 11400F and wanted to skip a cooler if possible. I learned that newer CPUs come with better cooling solutions. Do they reduce performance under load, or is a dedicated cooler necessary to reach their maximum speed? Would getting an aftermarket cooler be worthwhile for full boost potential?

The stock cooler is designed for the CPU's TDP and boost for a short duration. To run continuous boost, you'll need a superior cooler and turn off the powerlock in the BIOS settings. Which BIOS version are you planning to use?

It performs quite well, maintaining stability around 20°C with roughly 15°C buffer. It won't run quietly while doing it.
