Reducing a modern CPU with C enabled has minimal impact. For me, the difference between 5000 MHz and 800 MHz when idle is about a watt change at the outlet. Any variation in temperature is hard to gauge precisely. You might have a new motherboard; maybe a driver update from Asus or Microsoft is needed. Did you install Windows 10 on a blank drive or did you carry over an older installation? I saw in Windows 10 that after booting or resuming from sleep, it takes a few minutes for the CPU to lower its speed when using the Balanced plan. It seems Microsoft intended this to accelerate startup times as much as possible. Following that, my Asus Z490-E Strix board behaves as expected. I rarely use the Balanced plan since it’s unnecessary when plugged in, but it still functions.
