if i choose the Intel path with either the 10700k or 10900k then my next CPU upgrade should likely happen in about 7 to 8 years and my GPU upgrade probably around the same time if my 2080 continues to perform well and lasts beyond its warranty period. The warranty ends in 4 years, so the store would need to replace it with the exact same card—likely the 3080 if it's no longer available. If I ever need to overclock those chips, I plan to build a custom liquid cooling system and be confident the 10700k can run smoothly at around 6GHz.

There’s nothing to change—your setup can’t exceed 5.3GHz regardless of the custom loop you use.

The 3080/3090 probably requires a 10700k or Zen 3 processor for under 4K, even then there are many scenarios where the CPU might be a bottleneck. I need the fastest single-core performance, around 8 cores.
