I enjoy the Noctua. Plus I already own six Noctua fans in Chromax Black. I prefer staying with Noctua. Not to mention the reviews—you can see the Noctua cooler is only slightly better than the Dark Rock Pro 4, but I like Noctua and wish they had more stock available.
Expected to operate the base clocks smoothly. Disable the boost settings. Once that's done, you can proceed until you develop a robust custom loop. If you really need to push performance, at least use AIO 360 bare minimum and expect it to run hot. However, I prefer building a custom loop for several compelling reasons.
I don't like my Noctua NF-F12 much, it makes a lot of noise compared to how quiet my CPU cooler sounds.
