Indeed, given the consistency between Task Manager and HWInfo, it seems the issue might relate to AVX offset.

AVX is configured normally aside from disabling, offset which seems set to the default of 6. You already lose around 600MHz regardless. On XMP II you don’t notice much difference between I and II except for a slight boost to 4.8GHz. For stable performance at 5GHz with everyday tasks, aim for core voltage around 1.2V–1.3V and adjust clock speeds accordingly.

It seems unlikely the CPU will reach maximum while running MSFS, though the data looks accurate. The Task Manager might occasionally fail to display correct values, which is more common than usual—especially across the three machines I’ve tested so far.

The Task Manager performs reasonably well on Intel 10th Gen processors. Performance drops noticeably on older models and may vary with 12th Gen CPUs featuring dual P and E cores at differing speeds. When a 10th Gen Intel CPU runs consistently around 4.80 GHz, the Task Manager typically reflects a slight reduction. Your captured image shows 4.77 GHz, indicating the application isn’t severely impaired. Consider using ThrottleStop for a more precise measurement of your CPU’s multiplier usage. In single-threaded tests with one core, it accurately displays the 52 multiplier most of the time. Background processes often engage additional cores, which can affect results. With default settings on the 10850K, the full 52.00 multiplier isn’t visible during a single-core test. An average of 51.95 at the busiest thread is very close to the ideal. For the 10700K, set all turbo ratios to 50 and apply sufficient voltage for stability. Utilize HWiNFO to track VCore voltage; around 1.35 V could be a good starting point. If instability occurs, increase voltage; if stable, lower it slightly. Exact voltage requirements remain unclear—only stability testing can confirm.
