Hi
my gaming specs are as follows:
i5 4590
gigabyte H97 gaming 3
980 GTX
DDR 3 16gb
Samung SSD

I’m playing Division 2 and the CPU is at 100% on low, medium, and high graphics settings. It’s really frustrating—I can’t even run Discord background, and games lag intermittently. The game feels broken. I also tried Ghost Reckon Wildlands, Assassins Creed Odyssey, and Metro Exodus with high graphics; the CPU stayed at 100% but everything ran smoothly. Division 1 works well without high CPU usage.

What’s going on? Is it my Windows 10? Should I upgrade my CPU or check if Ubisoft is involved? Any suggestions would be appreciated.

it's not about the game, it's about your CPU. Secure your FPS and the issue is resolved. Download Nvidia Inspector, set your FPS to around 70, and you'll see a drop in CPU usage with smoother gameplay.

your monitor is 60fps and you're gaming at 1080p with 60fps in-game. setting fps to 50 causes high cpu usage, making it hard to run those games smoothly. the question is whether upgrading your current cpu to an i7 4th gen, 9th gen, or ryzen would help.

4 core i5s are no longer ideal for gaming due to increasing multi-threaded game demands. If upgrading is necessary, switching to an i7 would be the easiest option. The best approach might be to hold off until the new Ryzen models are released next week and available within the next 1-2 months to choose what suits you best. Even without a new Ryzen, 2xxx chips are expected to drop in price as a result of the upcoming changes, making them a good opportunity for savings soon.

For a short time an i7 4770k might work, but the situation could shift, so it's best to wait for the Ryzen 3rd generation update.

if you consider using a ryzen 2000, upcoming ryan 3000, or intel i7, what about your gtx 980? will it function properly at 1080p on these processors? are there any performance limitations?

It might be related to Ram sensitivity. Division 2 tends to favor RAM frequency over CPU frequency at times. To the extent I can tell, a 3GB RAM with 3000MHz memory could perform just as well as a 2600 or 9400F with 2666MHz memory. I don’t know the full impact on DDR3 CPUs, but it doesn’t look promising when comparing to DDR4.

You might want to consider the Ryzen 3000.
At 1080p, it's definitely a solid choice, but it would be the following model to upgrade to.
