I recently purchased a PC and wanted to play Shadow of the Tomb Raider there, but unfortunately the game struggled with performance, often capping at around 3 FPS and frequently locking at about 1 FPS. This issue also appeared with Assassin's Creed. Games such as Hitman 2 work well for me, and I can handle other titles without much trouble. I own an i9 9900k and an RTX 2080 Ti, so I don't think the hardware is the cause. Whenever I try to launch Shadow of the Tomb Raider, I receive a warning that no display adapters are installed. Additionally, overclocking the GPU causes Hitman 2 to crash immediately after it starts, even though I have a capable cooler for overclocking. Anyone have any suggestions or help? I haven't encountered similar problems online.

Even the 9900K's integrated graphics perform better in terms of frames per second than this.

Even with a robust system, outdated software or faulty components won’t help you reach that 1 fps. As others mentioned, it’s possible you were misled.
